Despite of the geographical inaccuracy, the estimation refers to a not very reliable "
source", in my opinion. The number caught my attention because it corresponds to an increase of 52% of the total population of the country.
The national entity responsible for the Brazilian airports
reports (PDF, pt_BR) a traffic of 2.7M international passengers in the country on February 2010 (last year's Carnival happened between February 12-16). Adding the domestic passengers, the number goes to 25M in the same period. That makes me believe that the "statistic" is inaccurate by one or maybe two orders of magnitude.
